Filling in a couple of blanks and adding some info :

Step 1, Destroy barrels of weapon oil - Last barrel for me was in a different elevation and quite distant from the other barrels, even though still technically in the western side, it was less west than the others on a higher elevation map.

Step 2, Kill Sarnak Weapon Smiths - plus 20 alt currency, xp and coin

Step 3, Kill Death Shaman Yugg, loc 498, 2010, -249 (same room as Incarnate Droga raid, on deck, single), plus 40 alt currency, xp and coin

Kill 20 Mountain Death Clan goblins
This is very time consuming as most mobs in zone are not mountain clan. So you end up killing a large number of mobs in the zone, making this task take the longest to complete. On the positive side, all of the mobs in the zone are on the west side.

Kill 3 weapon smiths
Found in various large rooms on west side.

Kill 1 War-leader Grazzil
Basically in same area as #1 on map, but on the lower section, not the balcony.

Here is the quest tasks that we received:

Destroy barrels of weapon oil
Destroy crates of weapon-grade steel
Kill 1 Wyg, the Dust Lord

On west side at location 1

Note: The east side of zone was almost completely baren of mobs, and did not have anything useful from a quest perspective.

Without completing a single quest in Frontier Mountains (I did complete partisan in Lcenium and Scorched Woods, though), I was able to request this HA.
