There are confirmed kills at both the forts in the upper area of the zone. Same as the Chef. You can camp either fort and just hope the force is with you :-) Spawn rate is horrible, especially for a T1 camp. Not near as easy as most other camps in the expansion. Maybe a bug, maybe intended, your call.

As an update, any sarnak or Syldon spawn point with the exception of the chef can randomly pop an experimental behemoth, including a Syldon greenhorn, a Syldon neophyte, and a sarnak peacekeeper. Also, there appear to be 4 Syldon neophyte spawn points, 3 along the western wall (one of which is in a tent in the SW) and one in the SE building as marked.

Just 20 feet to the SE of the building is a small tree and a large rock, good place to camp, respawn seems to be between 3 & 5 minutes.

Note that the Named Spawn Overview map shows this Mob 8 in a different fort than the detail map. I believe the detail map is the correct location? Or can he spawn both places?

I killed it several times after 14/12 patch but never dropped Emblem of Finesse.

I accidentally put the type 5 augments that are meant for other methods of acquisition than direct drop on rare NPC's/Chests in the spot of a bunch of gear and augs. (The T1 type 5 from vendor, the T2 from a global in expansion type drop... not specific NPC drop) So I removed them from the rare NPC's and put in the intended gear and augs.
